Carrying around stuff that is not needed, doesn't seem like a modular way of 
doing things. The security packages are only needed if the security provider is 
installed. This is really the whole point of bundles, no? Just install and 
provide what is needed. With bnd, embedders shouldn't have much difficulty, 
since it is easy to create a project whose only purpose is to depend on the 
framework and any other necessary artifacts and then generate an artifact that 
embeds the framework plus any other thing you want included.

You can see an example of this in how we do the Felix Main launcher, it depends 
on the framework module and simply embed it in the resulting artifact along 
with the launcher classes. Pretty simple.
