Resolution: Fixed
Modified framework to allow bundles to add listeners/services while in the
STOPPING state. The only non-obvious issue was that we had to invalidate the
bundle context early to avoid race conditions where runaway threads in bundles
could still do stuff after their activator stop() method had returned.
