PackageAdmin.resolveBundles() simply returns true or false and does not
otherwise report any errors if it could not resolve any bundles. The Gogo
"resolve" command currently doesn't provide any indicate one way or the other.
We should modify it to at least print a message stating that not all bundles
were resolved in the case false is returned.
