The event plugin must accept a list of topics for events to listen for
The event plugin must be able to be controlled to start/stop listen for events.
The events queue size in the plugin must be configurable (default size could be
100; for unlimited, as it is now -1 could be used).
It must be configurable which is the initial list of topics and whether the
plugin should start listen for events when it is started.
