Deployment Admin should remove stale resource processors

Deployment Admin's installation process is according to spec, which means that
stale resources processors will never be removed ( see
https://www.osgi.org/bugzilla/show_bug.cgi?id=139 ). In advance of this spec
change, we should include a step in Deployment Admin that removes stale
customizer bundles, just after we have called commit() on all resource
processors.
