We should move to the latest OSGi R5 API in the framework. There isn't too much
new functionality in the R5 API, mostly just adding the resource model used by
the new OBR resolver. Moving to the R5 API will make it possible to play with
the new OBR resolver as well as make it easier to implement the handful of new
R5 features as we move forward.
