Apache Infrastructure will disable support for rsync-based web site management.
The Felix project manages its site in Confluence and thus also uses rsync-based
web site management.
As a replacement the Apache CMS has been created. See
https://www.apache.org/dev/cms.html
This issues is about:
* setting up CMS staging (separate INFRA issue to be reported)
* exporting the existing Confluence content to SVN
* converting the Confluence content to markdown
* replace the old site with the new one
