FELIX-3769 introduced label categories by defining a tree data structure for
the labels which is set as the label map request attribute.
The backwards compatibility break derives from the map previously having been
flat while now it is a tree-like structure.
We should still create the old label map request attribute while just using the
new structure to render the menu.
