The copyright seems out of date (still points to 2011). The notice does say we include OSGi stuff - are we? IIrc, we are not supposed to put stuff in the NOTICE that isn't required - hence, if we don't include something from OSGi we should fix this (I'd be ok with fixing it in trunk).
