Summary: Improve output of baselining plugin

When the baseline plugin reports changes, it does so using BASE_VER and
REC_VER. However, you can have Base and Reocmmended which reads much better and
doesn't take up significantly more characters. For example:
Delta Current Base Recommended Warnings

minor 1.0.0 1.0.0 1.1.0 Version increase required
