Started looking at this. Looks like the impacted classes are the
ManifestParser and ResolverImpl. The spec doesn't seem to mention in what
order this is evaluated with respect to the other namespaces. With the native
values being completely static on a machine during runtime does it make sense
to evaluate this first before the other namespaces?
