Summary: Update the Felix OBR repository

The Felix (OBR) repository (http://felix.apache.org/obr/releases.xml) does not
contain the latest release of the Felix Dependency Manager (there are only
"old" 3.x versions).
Of course, the latest DM release is only two months old. But as it is released
(and offered on the download page
http://felix.apache.org/downloads.cgi#subprojects), I'd expect it to be
available in the OBR nevertheless. Maybe there is (beyond that immediate
problem) a bug in the release process.
