Could someone please explain to me why marking a java. package that has no  
osgi import in the manifest as resolution optional has any effect? (cf Ferry's 
commit)

I'd still like to know what the actual problem Ferry is seeing is, we've seen a 
lot of complaining but no evidence there is a problem.
