I am seeing a similar problem with xml parser resources:

*META-INF/services/org.apache.xerces.xni.parser.XMLParserConfiguration* (this 
is not found, resulting in dynamic import search and causing a similar spike) - 
I added similar check to skip loading this resource since this is not a dynamic 
resource.

For the following I had to add *META-INF.services* to bootdelegation package 
list to make it better but still gets loaded for every call. 
*META-INF/services/javax.xml.parsers.SAXParserFactory*
*META-INF/services/javax.xml.parsers.DocumentBuilderFactory*

I will need your help in addressing this as well.
