Per [FELIX-218|https://issues.apache.org/jira/browse/FELIX-218]:
>This patch converts instruction keys beginning with '_' to start with '-'

Also adds call to process include directive (requires following patch to BND)
But the documentation still reads:
>Directives - Any instruction starting with a '-' character is considered to be
>a directive that informs BND to perform some special processing and is not
>copied to the manifest.
With no mention of the {{_}} patch.
