I added some improvements in r1827050. In a nutshell, we now check if we need
to try to resolve pending extension while ignoring failed extensions
(previously, we would attempt to resolve them again on each check which is
pointless if nothing has changed). Furthermore, the resolve is smarter because
it is now trying to use alternatives in lower versions (if there are any) if a
higher version fails to resolve.
Plus I added some more comments.
