The latest version of Felix Framework doesn't provide the *osgi_.service_*
capability for the following services.
1. _org.osgi.service.packageadmin.PackageAdmin_
2. _org.osgi.service.startlevel.StartLevel_
Since these services are deprecated, no one probably has noticed it but some
old implementations still use them.
