Configuration Admin specification 1.6 added the ability to set a READ_ONLY to
configurations.
Therefore if a config file is not writeable AND the config admin impl
implements it, set READ_ONLY attribute.
This takes precedence even when {{felix.fileinstall.enableConfigSave}} is true
(since the write would fail anyhow).
