The JIRA is the right way to go. It doesn't help to cross post the issue. The ASF has policies about linking to 3rd party sites and you may need to explicitly for an exemption. Searching JIRA for similar issues is the best way to find out what to do. Email is not an efficient way to solve this, I'm afraid.
