Separating the API from the consumption use case (self service vs staff) is important in my opinion, i.e. the API should always exist as a means to manage the data, but a self service UI implementation may choose to not expose it to a customer. However, different institutions may chose to use the API in non self service use cases (staff UIs, workflow systems, broker channels etc.)
