The charges section was designed in such a way that when you create a new charge then the system allocates the uniqe ID number of that charge and records it in the loan_charge_paid_by table in the DB. However what it is actually doing now is auto incrementing the Charge ID such that if you want to pool the records for all your Admin Fees for example you will not find them because they change value for every new transaction instead of maintaining the same Charge ID.
