Every line of code in the donation was written by somebody, and all somebodies
need to authorize the donation and agree that the code is under Apache License.
If the code was written while you were an employee of a company, usually that
company owns the code and it is the company that needs to give authorization.
If no companies are involved, I would say that you can authorize via comments
in this JIRA issue. If you plan to contribute often, then filling out an ICLA
is a worthwhile thing to do.
