Done.  The build and checkintests jobs will now send emails for the first
broken build only (to avoid a barrage of broken build emails) and a
subsequent fixed build.

Unfortunately, I dont have control over the subject of the emails.  But,
the email comes from the id: "jenk...@builds.apache.org" which can be used
as the filter criteria.

On that note, can the list moderator for dev@flex.a.o please add
jenk...@builds.apache.org to the allowed list?
