Why are our mirrors often broken ?

which is the mirror suggested

And then I notice that the badge points to exactly to the same mirror... I 
didn't excepted this, so I never thought of cache problems...

So after notice this I tried to remove the .md5 from the first link

https://dist.apache.org/repos/dist/release/flex/installer/2.7/binaries/apache-flex-sdk-installer-2.7.0-bin.exe

and started to download the exe and Bang! the icon appears correctly and it 
executes properly

Got to say I looooove to be part of this community!

Did you try to compare the MD5 signature of the exe with the one working on 
your coworker PC? Maybe the file got corrupted and the redownload hit some 
cache.

Didn't knew that, but again no Flex 4.11 installed.

I went to windows event viewer to see what's happening, and at my eyes
I didn't notice nothing that could help.
Nonetheless here are the log's on txt files.

Try renaming the exe file, I think that windows tries to tweak
permissions automatically when executable such as “install.exe”,
“setup.exe” are run for legacy support.

Bit of a long shot but maybe right bring up the properties of the
installer with in windows and on the "General" tab right at the
bottom there might be a Security section, "This file came from
another computer and might be blocked to help protect this computer."

If it's there click unblock and see if that helps
