That file is automatically created during the release (I think by the assembly 
plugin if the apache-release profile is active) ... you won't find that 
anywhere in the repository.

I didn’t add it to the RAT excludes, but it appears to be a notice file
like README, RELEASE_NOTES, CONTRIBUTING, etc, so I think it is ok.  Feel
free to add it to the RAT excludes.
