I'm noticing a strange behavior when I go to the licenses screen. The first time I enter this screen I only see these licenses: Apache Flex SDK Apache Air SDK Adobe Flash Player playerglobal.swc Adobe Embedded Font Libraries and Utilities
If I change the language, it doesn't matter which one, then all the licenses show up. I tried this with different languages (changing both the starting language and the chosen language) and it happened all the time. I'm running the installer version 3.1 on Windows 8.1. I picked Flex 4.14 RC1, Air 16 and Flash Player 16.
