Looks like it is there in the correct location: "%FLEX_HOME%\js\libs\temp\externals\bin\JS.swc"
BTW, should %FLEX_HOME% really be %FLEXJS_HOME% or is the convention to use FLEX_HOME inside the FlexJS sdk?
