I just pushed a change to the tour code. It should be better. We should be able to do this with the regular horizontal and vertical layouts with % sizing, I think, and not just with Flexbox layouts.
One thing I changed was to remove the grow="1" on the layouts. I put that in there to make it easy when you wanted everything the same size; maybe it should have been equalSizes=true to be clearer. What happened was that the height of the button bar (which I set to an explicit 40 just be certain) was overridden with flex-grow:1. I also gave some other items flex-grow:1.
