Some problems, like the ability to get the CGI script from Apache, affect everyone. Usually that means that the server for the CGI script is having problems.
Other problems seem to affect people who are geographically far from the servers. Often they have more success using Apache Ant to install than the installer. But at least one person had to manually download all of the big downloads and cache them locally. So, I think you should try Apache Ant next.
