Currently, the {{InstanceManager}} strongly depends on {{ActorRef}}, because it
uses the actor refs to distinguish task managers. I propose to make the
{{InstanceManager}} independent of these {{ActorRefs}} because they are
implementation dependent (see Flip-6).
