Hi Tao, first of all welcome to the Flink community and thank you for your contributions! It is good practice to assign JIRA issues to yourself if you plan to work on them to avoid duplicate work.
If you tell me your JIRA user I can give you contributor permissions which will allow you to assign issues to yourself.
