For Unified the definition of Java DataStream and Scala DataStream interface,
in this JIRA. will do the following changes:
# Remove or deprecated `setParallelism` and `setMaxParallelism` for
`DataStream.scala`
# Add `getTransformation` for for `DataStream.scala`.
