*Description*
The CLI will ignores the host/port provided by the {{-m}} parameter if 
{{high-availability: ZOOKEEPER}} is configured in {{flink-conf.yaml}}

*Expected behavior*
* TBD: either document this behavior or give precedence to {{-m}}
