Fix For: 1.9.0
At the moment NetworkEnvironment.getResultPartitionManager is used to query
TaskExecutor whether all partitions are released. We should hide this direct
access to ResultPartitionManager behind a Shuffle API method call:
NetworkEnvironment.getUnreleasedPartitions.
