Currently, {{CheckpointFailureManager}} only counted little failure reasons to
keep compatible with {{setFailOnCheckpointingErrors}}. While
{{setFailOnCheckpointingErrors}} has been deprecated in FLINK-11662. IMO, we
can count more checkpoint failure reasons.
