I find that current CepOperator has no metric indicates
numLateRecordsDropped/lateRecordsDroppedRate/watermarkLatency which is
available in WindowOperator.
It is inconvenient for users to debugging and monitoring. So I propose to add
these metrics in CepOperator too.
