FLIP-54 introduced utilities to set all configurations via flink-conf.
We should update StatefulFunctions to use this functionality so that statefun
has consistent configurations on the dispatcher and TM's. We can also drop
certain configurations, such as checkpointing, which are now covered by default
flink configs.
