Implement a new SlotPool that works with declarative resource management.
It receives slot offers from the task executors and matches them against the
requirements by jobs.
We will also require a compatibility layer that allows the new implementation
to be used as a drop-in replacement for the current one.
Since we are not writing a new implementation this is also a good opportunity
to split the implementation into several components, as it has grown quite
large.
