the reduceFunction in ReducingStateDescriptor should not be a richfunction.
This behavior is only checked when ReducingStateDescriptor is constructed with
a Class<?>.
we should also check this when constructing ReducingStateDescriptor with
TypeInformation or TypeSerializer.
