Currently there is a strict check for both deployment readyness and successful
listing of jobs before we allow any reconciliation.
While the status should be updated we should allow reconciliation of jobs with
last state upgrade mode regardless of the deployment/job status as this mode
does not require cluster interactions to execute upgrade and suspend operations
