when we use multiple project, the parrent struct like this

when i use
mvn org.codehaus.mojo:versions-maven-plugin:2.8.1:update-parent
-DparentVersion=[1.15.2.1] -DallowSnapshots
could not change parrent version.

it is fixed added by skipResolution by upgrading to 2.14.2
