Hi,
I think there is no so-called contributor permission currently, anyone can
create a ticket but not everyone can take a ticket. You can ask some committer
members in the JIRA ticket's comments to ask for taking that.
If you don't know who could ask for help, please feel free to reply in this
thread with the ticket you want to contribute.
