compatible with "cluster.evenly-spread-out-slots"
The ticket is mainly to do three items:
- Introduce a new configuration item 'taskmanager.load-balance.mode'
- Make it compatible with "cluster.evenly-spread-out-slots"
- Marked "cluster.evenly-spread-out-slots" as Deprecated
