In the current client submission logic, _FLINK_CONF_DIR_ can be configured
through environment variables, but _FLINK_CONF_FILE_ is hard-coded in
{_}{color:#c1c7d0}flink-conf.yaml{color}{_}.
However, there are some scenarios, such as: different job types (streaming or
batch) have different configuration files. It is expected to support setting
_FLINK_CONF_FILE_ to select the corresponding config file.
