Add CONV function as the same in Hive & Spark & MySQL.

Converts {{num}} from {{fromBase}} to {{toBase}}.
Syntax:
{code:SQL}
CONV(num, fromBase, toBase)
{code}
Arguments:
* {{num}}: An INTEGER or STRING expression.
* {{fromBase}}: An INTEGER expression.
* {{toBase}}: An INTEGER expression.
Returns:
A STRING.
