[FLINK-33695|https://issues.apache.org/jira/browse/FLINK-33695] introduce
TracReporter and use it to create checkpointing and recovery traces. It will be
beneficial to display the recovery time in Flink Web UI, as it allows users to
analyze the recovery time distribution and identify the slowest restore task.
