In FLINK-34992, ML Models API is introduced to Flink to support a unified set
of APIs to describe the data processing and ML tasks. As APIs cannot function
alone without actual implementations, this ticket plans to add such an
implementation set to the Model API, which provides Flink users quick hands-on
experience about Flink Models.
This ticket plans to add the implementation based on [OpenAI
API|https://github.com/openai/openai-java].
