The {{initial-only}} value of the {{scan.startup.mode}} configuration parameter
is documented as supported for the SQL Server CDC connector, however it is not
supported. Its support was dropped in
[apache/flink-cdc/pull/1732|https://github.com/apache/flink-cdc/pull/1732].
