It was green in the beginning of Feb, however started to fail after that
also it blocks releasing since there are some steps requiring working wheel
tasks

The reason seems that there is a transitive dep in apache-beam on setuptools
which doesn't have a cap. On the other side limitations in toml file are not
applied for transitive deps
