As part of FLINK-39541 the metric reporter support was improved. However, the
OpenTelemetry support could not be added due to the Flink {{1.20.0}} internal
version that is used by the operator, as the OpenTelemetry is supported
starting with {{2.0.0}} Flink version.
The scope of this Jira is to track the adoption of OpenTelemetry metric
reporter once the Flink internal version will be upgraded to {{2.0.0}}.
